Digital transformation is reshaping organisations, public services, and everyday life, and artificial intelligence (AI) has become its central engine. Yet transformation driven by technical capability alone risks embedding bias, eroding human agency, and leaving disadvantaged groups further behind. Human-centered AI (HCAI) offers a corrective: an approach that places human needs, values, and oversight at the centre of how AI systems are designed, deployed, and governed. This conceptual paper examines how HCAI can make digital transformation both responsible and inclusive. It sets out five core principles, human agency and oversight, fairness and inclusion, transparency and explainability, accountability, and privacy and safety, and presents an integrated framework in which these principles surround the human as the organising centre of design. It maps each principle to what it requires, the risk it mitigates, and its contribution to responsible and inclusive transformation. The paper argues that responsibility and inclusion are not competing constraints on transformation but conditions for its legitimacy and durability, and it illustrates, through a conceptual schematic, how human-centered design can raise benefits most for under-served groups and thereby narrow rather than widen the digital divide. It also considers the tensions and challenges that HCAI must navigate, and offers design and governance recommendations. As a conceptual contribution, the paper advances propositions intended to guide practice and to invite empirical study; its illustrative figures use notional rather than empirical values.
